انستیتوت جامعه مدنی مفهومی است که در جریان چندین سال در جامعه مدنی افغانستان درحال رشد و انتشار بوده است. در سال 2007، کانفرانس محیط مناسب توسط دولت جمهوری اسلامی افغانستان و شبکه انکشافی آقاخان به همکاری بانک جهانی، بخش برنامههای انکشافی سازمان ملل متحد، و بانک انکشافی آسیا برگزار گردید یکی از پیشنهادهای کلیدی این نشست، پایهگذاری مراکز مستقل تصدیق کننده برای نهادهای جامعه مدنی (CSOs) بود که توسط دولت، سکتور خصوصی، نهادهای حمایت کننده و جامعه مدنی به رسمیت شناخته شده باشد. به تعقیب گفتگوهای بیشتر با شرکاء، انستیتوت جامعه مدنی افغانستان در 17 فبروری سال 2015 به همکاری بنیاد آقا خان و موسسه بینالمللی کاونترپارت، برنامه گسترش مشارکت مدنی افغانستان (ACEP) با حمایت اداره انشکاف بین المللی ایالات متحده امریکا (USAID) و با هدف دراز مدت تقویت نهادهای جامعه مدنی جهت بالابردن ظرفیتهایشان در کمک به انکشاف افغانستان، افتتاح گردید.
